Message to the Celina City Council

Mayor and Council,

I am asking Celina to review the automated license plate reader program in public and move toward ending it and removing every city-operated ALPR reader.

Before that discussion, residents need to see how the system is used and what it has accomplished. Please publish the search-level audit behind the portal's total, including dates, stated reasons or offense types, network scope, and outside-agency involvement. Please also publish confirmed alerts and false positives; stops, arrests, recoveries, and missing people located; complaints and policy violations; outside-sharing records; the DPS transfer, retention, and analytics settings; the complete camera inventory; and the executed contracts, renewal terms, and full current cost.

Then give residents a chance to ask why Celina should continue collecting travel records from ordinary drivers.

I support ending the program and removing every city-operated reader. The review should help the City reach that decision, not delay action or create a reason to expand the system.

Please tell residents what the City will release, how they can participate, and what happens next.

Mayor and Council, my name is [name], and I live in Celina.

The City's Flock portal reports 48 LPR and other cameras, more than 400,000 plate reads in 30 days, and access for over 1,000 organization entries. Published City purchase records document 47 ALPR readers, and the additional portal camera is not publicly explained. What residents cannot see is how many alerts were confirmed, how many vehicles were recovered, how many false positives occurred, or how often outside agencies searched Celina data. The portal also gives a total search count without publishing the search-level audit available on other Flock portals.

Celina's policy has safeguards, but it also says a search does not require reasonable suspicion or probable cause. The newest order form lists a $123,000 annual recurring charge and a 36-month renewal after the first year. Those are good reasons to ask whether this program should continue.

I support ending the program and removing every city-operated reader. Please publish the missing outcomes and current cost, explain the case for continued collection, and give residents a chance to respond in a public review.
