Why removal
- Ordinary travel is collected without individualized suspicion.
- Celina publishes activity counts but not local outcomes or its search-level audit.
- Outside access and the automatic DPS transfer expand exposure.
- The policy says reasonable suspicion or probable cause is not required before a search.
What Council should do
- Begin a public review of the program.
- Publish the missing local outcomes, search audit, outside searches, and sharing history.
- Explain why routine collection should continue.
- Hear from residents before renewing or expanding it.
- End the program and remove every city-operated reader.
